Common Questions
Frequently Asked Questions: Washington, D.C.
Matthew is admitted to practice in North Carolina and Maryland. His work in federal security clearance matters, including DOHA hearings, NSA adjudications, and DCSA appeals, is limited to matters and proceedings before federal courts and agencies, which he handles nationwide. For Maryland-specific state matters, he is admitted to practice in Maryland.
DCSA adjudicates the majority of federal security clearances and routes contested cases through DOHA. NSA maintains a separate adjudication office (the Access Appeals Panel) with its own adjudicators, policies, and criteria. If your clearance was granted by NSA or you work at NSA, your case runs through a different process. Matthew handles both.
Yes. Federal security clearance proceedings are federal administrative proceedings. Matthew represents cleared contractors, federal employees, and intelligence community personnel throughout the DC metro area, including Northern Virginia, Maryland, and DC itself. Travel is not an obstacle for DOHA hearings. For matters arising in Virginia and the District of Columbia, his practice is limited to matters and proceedings before federal courts and agencies, consistent with Rule 49.
DCSA/DOHA timelines vary by case complexity: SOR response typically has a 20-day reply deadline from receipt. If the case proceeds to a DOHA hearing, expect 6-12 months to a final decision from the date of the SOR. NSA cases can move faster. Matthew will give you an honest timeline assessment in your initial consultation.
